Leo XIV Promotes Francis’ Confidante Sister Raffaella Petrini

Pope Leo XIV has today named Sister Raffaella Petrini F.S.E., a Member of the Commission for Reserved Matters, the Vatican press office announced.

The appointment again signals continuity in leadership between Francis and Leo XIV.

Sister Petrini is President of the Pontifical Commission for Vatican City State and President of the Governorate of Vatican City State.

The Commission for Reserved Matters is a Vatican body that oversees, monitors, and approves confidential financial transactions and sensitive contracts involving the Holy See and Vatican City State. It determines, on a case-by-case basis, which economic acts require confidentiality and special oversight under the Holy See’s transparency norms.

Background on Sister Petrini's Appointment

In November 2021, Sister Petrini was appointed Secretary General of the Governorate of Vatican City State, becoming the first woman to hold that position.

On 15 February 2025, Pope Francis named her President of the Pontifical Commission for Vatican City State and President of the Governorate. At the time, the appointment contradicted positive Vatican law, which required the post to be held by a cardinal.

On 19 November, Pope Leo XIV changed the norms. He decreed that the Commission would consist of cardinals and other members, including its president.
